About Massanutten Village: Nestled amidst the terminus of a mountain range within the Shenandoah Valley, Massanutten Property Owners Association (MPOA) comprises over 1,300 individual lots and homes, in addition to the 175 timeshare units of Mountainside Villas.  Enveloped within – but distinct from – the four-season Massanutten Resort, MPOA celebrated its 50th anniversary serving property owners in 2024. This milestone saw MPOA renew its core missions to its owners by providing unparalleled amenities, services, being stewards of common assets, enhancing property values, and augmenting a sense of community.  
With 2,200 full-time residents, over 300 acres of MPOA-owned common area, 20+ miles of private roadways, parks, and contracted 24-hour security service, MPOA provides many services comparable to an incorporated town, but with the resort amenities and architectural covenant protections of a property owners association. MPOA is therefore seeking a professional for the newly-aligned position of Village Planner & Planning Coordinator to promote and preserve the mountain village aesthetic and plan for MPOA’s next 50 years.     
The Importance of the Position: The Village Planner will play an integral part in the shaping of Massanutten’s future by promoting the aesthetics, orderly development, and rich natural environment of Massanutten Village to maintain Massanutten Property Owners Association (MPOA) as a premier community amidst a four-season resort.  Serving as MPOA’s staff liaison to the Architectural & Ecological Control Committee (A&ECC), the Village Planner will take the lead in processing applications, developing agenda items, writing staff reports and planning studies, following up on actions with property owners and contractors, and conducting site inspections to verify compliance with all rules and approved applications.  
 
As an integral part of this position, the Village Planner also provides a welcoming aura for property owners by availing them of the privileges, services, amenities, covenants, and responsibilities as a new owner in Massanutten Village through the preparation of the Resale Certificate for all property transfers within MPOA.    This position provides a great fit for an aspiring professional interested in a wide range of opportunities, experiences and tasks – whether building upon a career in planning or looking for change to an organization with a village feel, a sense of place, and community.
 
The Roles:
·         Planning & Administration 
·         The Village Planner will administer the architectural application process from inquiry, intake, to review, approval, and certification of compliance.  
·         Conducts studies on future use of MPOA properties, infrastructure, and facilities, including parks, wooded green spaces, the MPOA-owned Massanutten Village Family Entertainment Center, undeveloped or underutilized land, and new subdivisions.   
 
 
·         Architectural & Ecological Control Committee Monitoring / Compliance Coordinator
·         Monitors progress of approved projects, review tree removal requests, provides enforcement and inspection during construction and post-construction prior to issuing Certificates of Compliance.
·         Investigate property owner concerns regarding nuisance-related matters,  non-compliance of property maintenance and construction rules, and acts accordingly.  
 
·         Property Transfers/ New Owner Registrations
Prepares Resale Certificates for new owners and answers inquiries from prospective property owners, real estate professionals, closing agents, title companies, and attorneys regarding pending sales of properties, and the Resale Certificate process. 
The Ideal Village Planner Will Possess*: 
·         Strong research, analytical, and report-writing skills.
·         Experience assisting the public through land use-related processes, delivering public presentations, and demonstrated inter-agency collaboration.
·         A Bachelor's degree in planning, architecture, landscape architecture, public administration, geography, political science, or a related field is required with professional experience.  
·         Alternatively, a High School diploma (or equivalent) – combined with at least four (4) years of related experience listed below – may be considered to meet the educational requirements.  
·         Relevant Professional Experience: in Planning, Zoning, Code Compliance, Homeowner Associations/Property Owner Associations, Property Management, Community Development, Building Codes, or related field.  
·         *Depending upon the qualifications of the applicant at hiring, this position may be offered at the entry level- Village Planning Clerk.
·         Must have a valid Virginia Driver’s License with clean recent record.
