Chief of Police/Assistant FSO

Position Summary:   The Chief of Police/Assistant FSO provides strategic leadership, direction, and oversight for all law enforcement, security, and emergency response functions at the airport. This role ensures the safety and security of employees, facilities, and aircraft while maintaining compliance with federal, state, and local regulations, including Transportation Security Administration (TSA) and Federal Aviation Administration (FAA) requirements. This is a non-VRS participating position.

Key Responsibilities:            

  • Plans, oversees and directs all activities of the Police Department, including the weekly schedule of officers, development of goals and objectives and the administration of policies and procedures 
  • Assumes management responsibility for all Police Department services and activities, including enforcement of laws, statutes and ordinances, crime prevention, criminal investigation, emergency communications, and other related law enforcement activities 
  • Oversees the establishment, planning, and supervision of police training 
  • Ensures that BAPD services provided and development plans are of the highest quality 
  • Acts as a liaison to and coordinates activities and programs with other law enforcement agencies and with judicial and legal agencies 
  • Coordinates the organization, scheduling, staffing, and operational activities of BAPD officers 
  • Coordinates, facilitates, and monitors training for BAPD personnel 
  • Participates in selecting, motivating, evaluating personnel; works with employees to correct deficiencies 
  • First responder to security incidents during normal work hours 
  • Reviews Security Officer Log and notifies respective managers of security incidents that are their responsibility 
  • Briefs and debriefs officers on a daily basis 
  • Prepares a variety of reports and records as requested 
  • Serves as a backup to the Facility Security Officer/Airport Security Officer as the Assistant FSO
  • Assists in the preparation and administration of the Security budget 
  • Manages visitor processing for both classified and unclassified meetings 
  • Other duties as assigned 

Required Qualifications

  • High school diploma required 
  • DCJS Certification within 2 years including period after leaving the force
  • Ability to obtain and maintain a DOW Secret Security Clearance required 
  • Ability to obtain and maintain valid law enforcement certification and firearms endorsement
  • Strong emotional intelligence, including the ability to communicate effectively, build community trust, navigate sensitive situations with empathy, and lead diverse teams with professionalism and sound judgment.
  • Intermediate Microsoft Word and Outlook, basic skills using Microsoft Excel spreadsheets required;  experience with Adobe Reader
  • Experience with web-based or cloud based storage platforms (SharePoint or Shared Drive applications)
  • Strong public speaking and presentation skills
  • Strong technicalwriting skills
  • Strong organizational skills and detail-oriented skills
  • Possess and maintain a valid Virginia Driver’s License required
  • Experience with Background Investigation Management and Biometric vetting applications

 

Preferred Qualifications

  • Bachelor’s degree in Criminal Justice or related field of study
  • Chief or Deputy Chief of police certification
  • Experience with Adobe Acrobat or Pro

 

Working Conditions

  • Flexible – subject to management approval. May include Monday -Friday 6am-3pm, 7am-4pm or of 8am-5pm. A four day – 10hr schedule may be approved.
  • Works nights, weekends, and long shifts based on business needs and to cover shifts for officer time off request
