The CIO has primary responsibility for the delivery of services and technology throughout the FCV territory, including the managing of internal and external delivery of systems and technology. External delivery responsibilities include selection and negotiation of supplier agreements, vendor risk identification, deployment and support of services to the Association. Additionally, must be able to examine, define and set strategic directions for the future adoption of relevant technologies as required by business.  Internal responsibilities include managing the business services and technology infrastructure to support end users. This includes tactical and strategic selection of hardware, software, services and standards.  The CIO must manage proper user security documentation, monitoring and certification and other key IT controls for safety and soundness measures. The CIO must provide supervision and leadership over directing, planning and implementing tactical and operational enterprise IT systems for the association.  Contributes to business planning to include, but not limited to, technology, and systems required to maintain association operations and competitiveness.  Oversees a continuous program of education and research to assure association standards are maintained and cost effective.  Develops programs and programming aid as needed and initiates, refines and develops reporting as part of the strategic management team.

Requiered Qualifications
  • Bachelor’s degree in Business Administration or Computer Science with additional technical training in computer operations, programming, and systems analysis and design. MBA strongly preferred. Broad operating experience at management level in business services, computer operations, programming and system analysis and design in position of increasing responsibilities normally acquired over a period of 10+ years. Strong planning skills, with specific emphasis on establishing and communicating a business system vision.
  • Ability to initiate, organize and prioritize work required.Ability to work independently as well as providing effective collaboration across a diverse and multi-functional team. Must be able to communicate effectively both orally and in writing with all levels of the FC system management structure, as well as external agencies and auditors.
  • Familiarity with general ledger and loan accounting systems as well as general loan origination and servicing processes.
  • Demonstrated ability to establish priorities, take initiative, work under time pressure and exercise good judgment. Ability to create and communicate strategic business technology plans in concert with overall Association and District plans.
  • Travel to/from branch locations, AgFirst and other required facilities on a regular basis, with minimal travel restrictions.

  • Requires high degree of training and experience to solve problems and make independent decisions relative to computer hardware and software problems.
  • A team builder, self-starter that is inquisitive, creative and willing to challenge processes to confirm we are continuously improving our technology functions.
  • Researches and recommends system development, priorities and program needs, to include supervision over development of applications as necessary.
  • Recommends new or revised standards, procedures and policies; utilizing specialized techniques in the analysis of collected data.
  • Participates in forecasting trends and long term planning and implementation for the department and association.
  • Effective developer of IT staff team, promoting an upbeat, enthusiastic environment, setting the highest example of ethics and integrity that is consistently focused on delivering a solid internal and external customer experience, while maintaining safety and soundness for the Association and overall FC system.
